Portabil S.A. is the designated administrator of number portability in Portugal, ensuring that subscribers retain their telephone numbers when switching service providers. Since its establishment in 2001, Portabil has facilitated seamless transitions for millions of subscribers, promoting competition and consumer choice within the telecommunications sector.

Our Role in Number Portability

Number portability allows subscribers to change their telecommunications provider—fixed or mobile—while keeping the same number. This process is crucial for enhancing consumer freedom and maintaining a competitive market. Portabil is responsible for managing this process across Portugal, ensuring that number portability is executed efficiently, securely, and with minimal disruption to both operators and end users.

Number portability in the European Union (EU) has been a cornerstone in promoting competition and enhancing consumer choice within the telecommunications market. The EU's commitment to this principle was reinforced with the adoption of the Universal Service Directive (2002/22/EC) on 7 March 2002, mandating that all subscribers of publicly available telephone services, including mobile, have the right to retain their numbers when changing service providers. This directive required EU member states to implement number portability by 25 July 2003. In Portugal, Portabil has been instrumental in ensuring compliance with these requirements since 2001, guaranteeing efficient and transparent number portability processes for all operators involved.
